Chip seal — also called tar and chip, chip-and-seal, or seal coat aggregate — is a pavement surface treatment where hot liquid asphalt (emulsion or cutback) is sprayed onto the road surface, then aggregate chips are spread and rolled into it. The result is a durable, skid-resistant surface at a fraction of full paving cost.

Chip seal is the most popular maintenance treatment for rural roads, county highways, and residential driveways. Over 60% of county roads in the US are maintained using chip seal because it extends pavement life by 5–7 years at 20–30% the cost of an asphalt overlay.

Chip Seal Installation Process

  1. Surface prep: Patch potholes, fill cracks wider than ¼", and sweep debris. Apply tack coat if needed.
  2. Apply binder: Distributor truck sprays hot liquid asphalt emulsion at 0.25–0.40 gallons/yd².
  3. Spread aggregate: Chip spreader distributes uniform layer of clean, crushed stone (typically 3/8" or 1/2" size).
  4. Rolling: Pneumatic rubber-tire roller presses chips into the binder. Multiple passes ensure 95%+ embedment.
  5. Sweep loose chips: After 24–48 hours, brooming removes unembedded aggregate to prevent windshield damage.
  6. Optional fog seal: Applied 2–4 weeks later to lock remaining loose chips and darken appearance.
