UK Planning Permission for Driveways

Since October 2008, UK regulations require that new or replacement driveways over 5 square metres of non-permeable surfacing need planning permission under the Town and Country Planning (General Permitted Development) (Amendment) (No. 2) (England) Order 2008.

You DON'T need planning permission if you:

  • Use permeable tarmac (porous asphalt) which allows water to drain through
  • Direct rainwater run-off to a lawn, border, or soakaway within your property
  • Are replacing an existing driveway of the same size with the same surface
  • Your driveway area is under 5 m²

You DO need planning permission if: Your driveway is over 5 m² of impermeable surface without adequate drainage. The application fee is £206 and typically takes 8 weeks.

Tarmac Driveway FAQ (UK)

How much does a tarmac driveway cost in the UK?

A tarmac driveway costs £40–£70/m² for a new build and £25–£40/m² for resurfacing in 2026. A typical double driveway (30 m²) costs £1,200–£2,100 new or £750–£1,200 resurfaced.

Is tarmac cheaper than block paving?

Yes — tarmac is 40–60% cheaper. Tarmac is £40–£70/m² vs block paving at £70–£120/m². For a 30 m² driveway, you save £900–£1,500 choosing tarmac.

How long does a tarmac driveway last?

A professionally laid tarmac driveway lasts 15–25 years. Apply sealant every 3–5 years to extend lifespan. Proper drainage is the single most important factor.

Do I need planning permission for a tarmac driveway?

Not if your driveway is under 5 m² or uses permeable tarmac (porous asphalt) or directs run-off to a garden/soakaway. Impermeable surfaces over 5 m² may require a planning application (£206).
